Bandwidth control only works if IE doesn't set a proxy

I have WG 6.2.1 running on Win2k. I've configured Bandwidth control for all users to a max of 500Kbps. I have a WWW proxy running on 192.168.0.2:8080 with Transparent Proxy on port 80 set.

If IE does not set a proxy (WG's transparent proxy intercepts), then the Bandwidth control of 500Kbps is enforced. But if IE sets a proxy to 192.168.0.2:8080, then Bandwidth control is not enforced--browser gets full speed. Same computer, same browser, same everything except that with one speed test I don't set IE's proxy and the next I do.

I have set the Bandwidth Control Rule (source/destination) to "Any Port".

What am I doing wrong? Bandwidth Control should throttle everything, shouldn't it?--if "any port" is set (which it is).

Please help. I've tried every combination, read all the posted articles, and read online docs about Bandwidth control, but I can't get it to work the way I think it should.

No combination of Bandwidth rules and options works as expected. Here are my results.

Bandwidth rule specifies 2500 Kbps download
transparent redirection on
no KAV or Puresite plugin specified in WG's www proxy

IE proxy control tcp apply to traffic
test window to/from local actual expected

Only test 1 worked as expected all the rest either didn't throttle at all (#5 & 7), or throttled more than specified (#2,3,4,6,8)

HI

what rule are you using to select the traffic?

Bear in mind that through the proxy the traffic takes a different path than through NAT (i.e. with NAT, the packets from the client have different destination addresses).

i.e are you applying the rule to the external side of WinGate, or the internal side?

Control Max TCP Window: Off
Apply to Induced Traffic: On
Apply to Traffic to/from the Local Machine: On
Rule is bi-directional: On
Source of Traffic 0.0.0.0 mask: 0.0.0.0
Destination of Traffic 0.0.0.0 mask: 0.0.0.0

Originally I didn't realize that, but I finally figured it out and turned on "Apply to Traffic to/from the Local Machine" to get it to somewhat work with a Proxy defined in IE. The remaining problem that I have is that when I specify say 2500 Kbps as the maximum download speed, the actual maximum that I get at the client computer is only about 1500.

I'm not really sure what that means...which is part of my problem. All the Forum posts from Qbik people say the bandwidth documentation explains how to use it really well, but the documention that I've read, the 6.2.2 help file, does not explain it well at all (in my opinion). Is there better documentation that you can send me. For instance I still don't know what "Rule is bi-direction (source<->destination)" is means. Maybe a few typical examples of how to configure Bandwidth Control would help.
