This is only my idea, I don't know if it works properly. To prevent lagness in my network, I want all HTTP's connections will connect to SmartBro ISP and the other connections (like online game) will connect to BayanTel ISP. Using WinGate software, its Web proxy server will connect to LAN2 and all other connections will connect to LAN1, is all of this possible?

Hi

yes, WInGate can do this

set the gateway that you want the web proxy to go through to have a higher metric than the other one, then all traffic will go through that, except for web proxy traffic which you can set to go through the first one (on the gateways tab in the WWW proxy).

Regards
