Route traffic over multiple external connections

Using Wingate 6.6.4.
Connection 1: One 3G USB modem Internet connection via Verizon.
Connection 2: One dialup Internet connection via Verizon.
One server /w IP 192.168.1.4, and several users on a LAN with various DHCP assigned IPs.

I want all LAN traffic to go out over connection 1, with the exception of incoming traffic coming over port 8228 from connection #2. That traffic will come in over connection #2, and I want it to go back out over #2. All other activity with the Internet for all users including the server, should be conducted through #1.

One other issue is that connection #2 is only used some of the time. When it's not available, everything should go through #1.

I'm not clear on how to accomplish this.

Seems that changing metrics did the trick on this, although Vista ignored my changes repeatedly. Not sure how I got it to finally stick, but putting a 99 metric on the dial up connection accomplished this without any mappings, or other changes.
