Centralized client configuration refers to configuration of the WinGate clients when they connect to WinGate.
When they connect, there are several events that get processed, and in policy attached to those events you can assign configuration to the client, e.g. in the ApplicationLoad event you can use specific WGIC-related policy items to specify connectivity options for the application that loaded (or force it to quit).
In the ApplicationConnect event you can see when the client app that has loaded the WGIC tries to connect somewhere (and even redirect it somewhere else).
Since this is managed in WinGate, it's considered to be centrally managed.
