There are a couple of different ways of doing it, depending on what you want to accomplish. You can black hole an IP address/machine from the activity panel, but this will drop all packets from that machine, so there will be no connections permitted from that machine.
If you just want to block HTTP access and still allow non-HTTP access, you can create a web access control rule (WG7&8) that applies to a particular IP address and denies access. This will block web surfing for connections via the proxy, but still allow other applications to connect.
