Unable to install wingate 5.2 ! what's wrong?

I have been triying for two days.
the err msg says:

Internet Connection Sharing or the internet personal firwall( on windows xp) is installed.
wingate will not operatte correctly if thery are running onthis computer.
You MUST disable in ternet connection sharing and the internet personal firewall in order to installl wingate.

but I have remove everything , and disabed every thing.
in internet shareing , not sygate, not winroute .no firewall.... no nothing.
not working....

Make sure system firewall support is off.

We have had reports of the registry setting for ICS (internet connection sharing) being removed when it has been unticked in the GUI. Please see:

http://support.microsoft.com/default.aspx?scid=kb;en-us;263276

for instructions on how ot manually remove ICS. Once you have done this try installing WinGate again.
