WGIC not working correctly

Hi:
I wonder why I can't connect IE 6 SP1 throw WGIC unless I specify ports and even then the FTP don't work either.
In LAN configuration I have to specify that I use a proxy. Why?????
I have windows 98 SE, I ustued have no problems, but when I format my PC WGIC don't work anymore.
When I use Kazaa the little window of WGIC appears, these happends before, when I use IE 6 and the LAN configuration was automaticly, but not anymore since I format :(.
