IP Blackhole option does IT work ????

hi , i wonder if this option works

Wingate Help :"This tab enables you to ban particular IPs from entering your network. You may enter these IPs into GateKeeper in one of two ways .... "

okie , i do Port Redirecting for a local user ... these means outside users that try to connect to ip 219.34.23.4 on port 2300 are redirected to 192.168.10.2 .... these works.

BUT If i want to deny an outside user to connect (43.34.45.1 255.255.255.255), i blackhole his ip ; but even after this, user can connect any idea why ??????
