This is an office with less than 10 computers. We wish to be able to at the very least access shared files on the server from home. It would be great if we could also use a certain application from home. Will WinGate fill all these requirements? We are running various versions of windows.

You can sure use Wingate in your office. Wingate VPN gives you secure connection from anywhere in the world to your office network. Builtin email server might also be very useful.

Does it work like remote desktop where you just see and image of your office computer on your home computer, therefore being able to use any program on your office computer as long as its on?
Can you download files from your office computer to your home computer?
And I am assuming you have to install the program on each office computer and your home machine...

No, it does not have the remote control ability. VPN products simply create a secure channel between two networks/computers so that each of them can see the other one and communicate in the same way they normally communicate in your local network. If you have any remote control packages installed on your computers, you can still use them with no changes in their setups - VPN controller takes care of routing and securing network flows properly.
And yes, you are absolutely correct - their should be two VPN points - one serves as a server and the other/others - the joiners.
