how to block ip on www proxy

i've set new rule for www proxy
everyone
user may be unknown
this criterion is not met if
client ip number equals 192.168.1.246

=> i don't want user with that ip browse the internet

but computer with that ip is till can browse website. is there any wrong setting?
please help. thank you...

On the policies tab are default rights set to 'are ignored' to allow this rule to apply?

That assumes it is not a system policy.
