[ASK]howto manage bandwidth per user?

please tell me how to separate bandwidth per user.
i am install wingate 6.2
please tell me with screenshot.
eth0 to modem is 192.168.0.2
eth1 to LAN is 192.168.1.254
My user LAn is 18
