Can i make a proxy server to lan without installing the wingate internet client on every machine on the lan. but keep the following options:
1- Make user to every machine and force them to use it.
2- Set Users by mac like this issue

3- Count on every user his usage of internet and its balance.
4- To be able to block internet access to some users.
5- Limit there connections and bandwidth.
I mean i want to use wingate options but without to force users to setup WGiC, I want to make the server without users feel any difference (no config to enter & no setup file to install) Can i do this?

WGIC was developed back in 1998 before WinGate supported Network Address Translation (NAT). Now normally the easiest way to get things up and running is using NAT. This just requires you to set the default gateway setting on your client machines network adapters to use WinGate. If you are using DHCP on your network, and WinGate's DHCP server, it should do this for you automatically.

That mean if i use NAT i will be able to count user usage, balance and limit there connections and give everyone a user name?

For your users to be accounted for - i.e. so that WinGate can associate stats / traffic info with users, then the users must be known to WinGate.
This is done with authentication, or assumptions.
Since NAT doesn't do authentication, you've got several options.
1. intercept connections to a proxy which handles authentication (i.e. WWW proxy), and force them to auth in there. This isn't really recommended.
2. get your users to auth with some other method, i.e. running our GateKey login app.
3. use IP assumptions.

That mean if i use IP assumptions it will work as i want?

Correct. WinGate can assume certain IP addresses in your network as certain users. The logs will record the username of the computers and the traffic from each computer will increase the user accounting of the user the computer is associated with.
