cannot limit access to single site using WGIC

I have setup the majority of my users with proxy entries in IE and just use the WWW Proxy filters to filter against URL's using Everyone without authentication. This works fine.

I now want to restrict a certain group of users that will have the WGIC installed on their systems. I tried one machine and I was prompted to autheticate,which I did successfully but the filter that I created in the WWW Proxy Service for that particular WGIC user were not enforced, even though the log showed that I was the proper Wingate user.

Can someone tell me what I might be doing wrong.
