Block HTTP Access

Hi, I have Wingate server 4.5.2 and client work with in this Way
Proxy Web on port 3128
POP3 on port 26
SMTP on port 111.

I like to block access of client only to web, but not only to work with the client's browser.

Any helps?

It's possibile to work only give access to Users or also to client with IP address?
