Web Proxy Server

Hello
I set up two web proxy server for different users.
port 80 for staffs
port 8080 for managers.

THe proxy server on Port 8080 is working fine, but the proxy server on port 80 is not work. there is no any application use the port 80.

Could you everybody help me, please?

What is the symptom of it not working? Does the service show up normal, or in error?
