I have been reading and researching WinGate, and I think it is the right choice for my company. Below I am going to list what I intend to use it for; please let me know if I mention something that WinGate can't do.
- act as a router/gateway
- act as a firewall
- distrubute outbound internet traffic across a DSL and Cable modem lines, based on bandwidth usage
- provide automatic failover in case one the above mentioned lines fails
- log all incoming and outgoing traffic (specifically, web sites visited and bandwidth used from each internal IP)
- NOT operate as an email or http proxy
- NOT require any software to be installed on client's machines
- NOT require login by any client machines
Is there anything in the above list that WinGate can't do?

Yes, Wingate does support pretty much all features you are interested in. There are certain limitations, though - for example, bandwidth distribution is supported for proxies only at the moment (however, transparent redirection can help solve this drawback).
All in all, I would recommend you to install Wingate trial and see if it satisifies your requirements completely. Once you install it, you have 30 days to evaluate the product and if you decide to buy it you would simply need to activate the license key received from QBIK - no need to uninstall or re-configure the software.
