I see that I can use blocking by keyword, where can I block an IP address in Wingate 6.0.4-with a policy also?

Yes. If you simply want to ignore it and you are using ENS you can black list the IP. This is done by right-clicking on it in the activity pane and selecting "Black Hole IP" from the drop down menu. (Or from the Black Hole pane in the ENS properties).
The second alternative is to use policies. Go into the policies and switch to the Advanced tab. There you can add Filters and Criterion which allow you to specify a variety of different criteria. Those include "Client IP" and "Server IP" which is one way of blocking an IP. This gives you slightly more control than using the black hole feature, as you can restrict it per service and combine it with a variety of different criteria.
