Restricting Bandwidth

Wingate is restricting my bandwidth, i get 4Mbps and i run tests and is giving me half.... my modem is fine, if i connect a computer directly to the modem it works fine, but through Wingate Proxy Server the bandwidth goes to half its capacity.... I don't have the Bandwidth control enabled. I enabled it and set an Unlimited restriction and it still gives me half the connection speed.


Any help here?
