It's been a while but I think I remember that you can edit the registry to change that message.

It's work!! 1 more thing can i remove the footer "WinGate™ © Qbik New Zealand Limited 1995-2009" i dont wanna let my users know what im using to block them.

that footer is hard-coded in WinGate, so there's no way to change it.
