Blocking certain IPs from surfing to particular website

How do I configure particular IP is allowed to surf skype.com and the rests are not allowed ? Your advice is much appreciated.

Hi

in the web access rules, there is a tab called "where". This lists the IP addresses that the rule applies to.

So you can create an allow rule, match on that IP. That would grant only to that IP address.
