wingate 10 free licence

i installed wingate 8 10 free licence , but when i try to add a rule for web access control. it does not add the rule, try to do it several time, but it does not add anything to the rules list , do i have to buy a licence to do that or is it the program , or i am doing something wrong ?

can some one advice please

there should be nothing stopping adding rules to web access control. The features you get with the free license is the same as for a Standard license (http://www.wingate.com/products/wingate/licensing.php

What happens when you finish the wizard to add the rule?

Did you alter any permissions? You'd need write access to the "Web Access Control" object.
