Ban List in WRS policy not working right way?

If I set up a WRS policy in Ban List that This criterion is met if Client application name contains iexplore the policy is not followed. IE can be used by client. If I set it up as This criterion is NOT met if Client application name contains iexplore, IE can't be used. Similarily, in the Advanced section if you Specify which requests this recipient has rights for Client application name contains iexplore, IE cannot be used. Change it to Specify which requests this recipient has rights for NOT Client application name contains iexplore and IE can be used. Isn't this backwards? The other criterion seem to work OK. It's just the application names. Both 5.1 & 5.2 do this.

that's very odd.

the comparisons at that level only differentiate whether the data is a string, a number etc, so application name is treated the same as server name, request etc.

I will have a look.
