If your wanting to perform bandwidth throttling, that is not possible with the current version of WinGate. Look for it soon though !

In the interim, there are third party bandwidth throttling tools that people have had success with, scouring the Qbik forums might be a good idea.

Your best bet is to search the Qbik forums ("bandwidth" - specifically look into the Feature Request, etc. posts) or to have a look on Google.
