User Authentication and restriction

I have installed wingate 5.0.7 in windows 2000 server which is a domain controller also. I have followed the documentation for installation and basic setup. And now from all the client PC internet is accessible through the proxy server. But I am unable to figure out how to implement restrictions on a certain group of users. I am bit confused with system policy and service policy. Now what is happening is anyone can set the proxy settings in IE and can get the internet access and somehow its using Guest account as I found in logs. My requirement is very simple... I want users should be authenticated by the domain controller(not by wingate client) only but a certain group of people should not get the internet access or some other services too. I have tried restricting some users from service policy but its not working ... either its restricting all the users or allowing all the users.. Can anyone help me with a proper solution.
