Release from Quarantine

We often have downloads via www proxy quarantined (usually for
unspecified errors). The problem is that releasing the item results
in the file being deleted, not moved to the appropriate \Release folder.

This appears to have happened since moving from v5 to v6 (we always
use the latest build but this has definately happened on earlier 6 releases).

I though I must have been hitting delete rather than release but have now
proved otherwise.
