concurrent users / licensing

Can anyone please explain what "X concurrent users" means in terms of WinGate licensing?

X = named, logged on, users?
X = active DHCP clients?
X = active connections to NAT/firewall?
X = ...?

Normally X concurrent users means X machines/authenticated users. In multi-user mode each user consumes one license even though they are registered from the same ip address.
