Is there a way to make browsing for all user always fast even if there some body downloading on the network?

Downloads are peformed on the same port as standard web browsing (TCP port 80), so you can't distinguish between downloads or normal browsing in the bandwidth controller.

I need also to make the ping time always short.

A ping is designed to give you a good gauge on how long it takes to communicate with a remote computer. I don't see the logic in prioritising ping traffic because this would make your pings less accurate. Plus, I don't think you can make rules in the Bandwidth controller for ICMP traffic. Only TCP or UDP.
Also, you can't speed up your internet any faster than your internet connection will allow, unless of course you are into attempting to defy physics :).
