Is't a bug of wingate?
My system: xp+sp1 wingate client 5.x

I don't have a WG Client PC in front of me right now - so I might be using the wrong terminology here. In the WGIC control panel, you can specify that applications should be let through directly, or should be controlled via WGIC. You can try to add the FlexLM / PowerPCB applications to the list of applications that are ignored by WGIC - this might resolve this for you.

'Kay. I'm going to have to see this application running in real life then. Do you have a handy link close-by that I can download an evaluation copy from, please ?
Then I'll give it a run through tomorrow to see if there is anything obvious that jumps out.

Thanks for your help.
I have another problem. If I hibernate my XP, When I power on the next time, the wingate client seems to take a long time to reconnect to the internet. Is't a bug?

How long is a long time ? Is it 30 seconds / 5 minutes ? When you hibernate the machine again and restart it - can you go into the Start menu and use the WGIC toggle application to re-toggle the WinGate Internet Client. See if that makes a difference, and let me know, please.
