yes it can. There are 2 steps.
1. On the general tab of the WWW proxy server configuration, you need to select applicable authentication methods, e.g. NTLM, or Basic. If you choose Java based login, there is another step.
2. In the policies in the WWW proxy server, policy must require users to be authenticated. To do this, normally you select "are ignored" for default policies, and add a recipient, selecting "users must be authenticated" if you are using NTLM, or "User may be assumed" if you are using Basic auth.
If you selected Java authentication, you need to make sure that the Remote Control Service is accessible to the Java client that is spawned in the browser window. This means the Remote Control Service bindings must include the network adapter's IP address. Default installation of WinGate only binds the Remote Control Service to the localhost interface.
