you probably have a proxy service configured to intercept port 80 traffic. While the firewall is set to custom, the intercept will be enabled, but when you change the firewall to low, the intercept gets disable until WinGate is restarted. This would indicate that your WWW Proxy Policies are not as restrictive as you intend them to be.

(Windows) Start menu --> Run --> cmd --> ipconfig/all >> C:\ipa-client.txt
4. ipconfig/all from the WinGate Server
(Windows) Start menu --> Run --> cmd --> ipconfig/all >> C:\ipa-server.txt
