Bandwidth Control not working with www proxy

Hi all
i found a user downloading with the maximum speed. i apply to him a bandwidth rule to conrol him but it seems like it just work with ENS but if i activate the www proxy server via "Transparent proxy" it dosen't work any help how to get it work while www proxy server active also?

here is the rule data
user ip is 10.0.0.248
source ip: 10.0.0.248
mask: 255.255.255.255
any port
rule is be directional
control max tcp

sorry it may be my mistake but i want to be sure from something when i limit some body in wingate:
1- sould i must use 2 NIC to limit somebody by Bandwidth Control?
2- what is the deferance between the selections for option "Rule selection method" (I read the help about it but i didn't understand it well please explain more)?

It's preferable for a bit of performance gain, but not required I don't think. As long as the connections are traversing the ENS driver, whether it be single NIC NAT or dual NIC NAT, then bandwidth control should be applied. Genie might want to confirm if I am correct on this?

WinGate will test a connection against all the rules set in the Rules section. It will then select the most appropriate rule based on the Rule selection method. For example, if there are two rules, one that provides unlimited bandwidth, and one that restricts the bandwidth, and the rule selection method is Giving maximum bandwidth, then the connection will get unlimited bandwidth because of the unlimited bandwidth rule. If the rule selection method was Giving minimum bandwidth, then the bandwidth restricted rule would be applied because it provides less bandwidth than the unlimited rule.

I prefer to use First matching rule and then I set the order that the rules are evaluated manually by unchecking Allow Wingate to decide rule order in the Rules section. This lets me decide exactly how rules are evaluated.

Thank Logan for help. That is good your replay is completely understood, but what about if i created the rules like th incoming senario and it didn't worked what is wrong.
I make 4 restrictions 50 kb, 100 kb, unlimited and Test. the reule selection method is first matching rule and i created just 1 rule for 1 ip:
source ip: 10.10.10.248
sub netmask: 255.255.255.255
any port
rule is be directional
control max tcp is checked

but user still using the maximam bandwidth,he didn't restrected over any rule of the four rules. where is the problem?
as your replay it is not important to use 2 Nic to activate the bandwidth control but i am also will try soon (maybe tomorrow) with a second NIC in order not to be short in anything but please untill that tell me why it is not working with this settings. (really bored of users taking the maximam bandwidth)

Today i installed 2 NIC first i saw it really worked well when i restrect it to 50 kbyte it goes 50 if i change to 100 it gose 100. it didn'tstay for along time after a while i tried to try it again i found that any restraction i use it restract to 10 kbyte. why ??

please help me why bandwidth control it not working goood with mee!!!!

Last update for my problem, when i changed any advanced option in the internal network card i see the bandwidth control work good just in first time. when i try again it is always limit the user to 12 kbyte in any restraction rule. so i think it is related with the advanced options for the NIC so is there any special settings for the advanced options?

My advanced options is:
Activity Property
Adaptive interrupt
connection type
Flow Control
Network Address
Receive Buffers
Transmit Buffers
Wake Up Type

Try turning off control max tcp window and let the restriction apply on a per session bassis.

How can i make the restriction apply on a per session bassis?
also i tried to make the control max tcp window turned off. it didn't work. Any new ideas?

i tried to disable the max TCP windows and also to activate "Apply to included traffic" but it didn't work
also i tried to reverse the 2 NIC (Internal become external) the same problem "Bandwidth is limited to 10 Kbyte"
when i change settings in advanced options i feel that it is working good just for few seconds then it become too slow. is there any program or setting can effect this bandwidth control?
Please try to help me soon Users lag the internet because there is no bandwidth control.
