Users w/out Admin Rights - WGIC fails to work

Not always, but sometimes.
Users who do not have local admin rights to the machine will have sporadic trouble with WGIC. It just ceases to work until it is reinstalled.

Users with admin rights to local machine, do not experience this problem.

Need help ASAP.
