No, it does not have the remote control ability. VPN products simply create a secure channel between two networks/computers so that each of them can see the other one and communicate in the same way they normally communicate in your local network. If you have any remote control packages installed on your computers, you can still use them with no changes in their setups - VPN controller takes care of routing and securing network flows properly.
And yes, you are absolutely correct - their should be two VPN points - one serves as a server and the other/others - the joiners.
