wingat install problems

When I try to install wingate on the host PC here, it tells me that MS ICS is enabled, even though it is all turned off, I double checked everything including the firewall, all off, still I get this message. I think the ICS may still be active from a deleted connection somehow, any ideas how i can get rid of it? thanks in advance
