I believe the quickest way to resolve this is ring your ISP and ask them to change the password and then update it in WinGate; I know the passwords in the UserDatabase section of the registry use an in-house encryption so I suspect the dialer password is using the same encryption - i.e. it does not show as clear text in the registry location:
HKEY_LOCAL_MACHINE\SOFTWARE\Qbik Software\WinGate\Dialer\Profiles\<Your Connection>
