help me about wingate5.20 TCP mapping

I have installed wingate 5.20 on the PC server installed win2000 AD ,I want to do "TCP maaping service",but not succed,su as 211.58.1.1:8181 to 192.168.0.1:80,I cannt open http://211.58.1.1:8181 in IE, wingate logs below:

211.58.1.1 does not seem to listen on port 8181. Even a connection from a machine not behind WinGate gets connection refused when attempting to connect to that.

Double check that server, ensure it is listening, etc. From the log, it looks almost as if that external IP belongs to your WinGate machine. If that is the case, double check that the firewall has an open hole for TCP connections on that port.
