Hi,

One way you could do that is with policies.

In the WWW Proxy enable Intercepts in the Sessions config.

Add a policy for say Everyone, so that in the Advanced Tab, 'Specify which requests this recipient has rights for', add a Filter and in the filter a Criterion 'Criterion is Not met if Client IP Address =' // enter IP address of the client Pc's.

In the FTP Proxy no changes should be necessary as users' should be able to connect either via it or NAT [if installed].
