Simple Question?

What can i do in bandwith control options to make every user not to take more than 30 kb of all the speed?
I know how to create restriction with 30 kb but what i don't know exactly is what to type in Rule ----> Source/destination tab?
assume my ip rang is 192.168.1.2 to 254 on mask 255.255.255.192
what sould i type to work well?

Set source ip 192.168.1.0, mask 255.255.255.0, make rule as bi-directional.
