Denying local admin accounts access possible?

Hi,
We have a Windows 2003 domain and I have setup Wingate as a proxy and use the wingate client to authenticate users. The major problem is all our domain users have local admin access to their PC. Now they need the wingate client to make their initial internet connection but you can simply open up the wingate client and untick "Enable the wingate internet client for this user" button and proceed to access the internet as long as you disabled it after your initial connection. If they untick this option they can now simply run applications like lime wire.
Can you see anyway around this other than revoking all their local admin rights to protect these options? Any advice would be appreciated.

I was hoping there might be some where on the server that forces this application to be always running for them to stay online.
