remote control service bindings ip address problems

i have a win2000 server and i have installed wingate ver 5.2.1 and gatekeeeper since i want java authentication remote control bindings must be configured, i set bindings to be the LAN ip address but after restart i find its now loopback address, now java cant login error =port not respoding, am very stack coz i cant surf neither my users

The Remote Control Service will be rebound to localhost only if the Administrator password is blank, I believe. So double check that you have an administrator password.

Also, sometimes WinGate is set to not save changes automatically. Be sure that option is ticked (Or that you have clicked the "Save" button in GateKeeper)
