hello.

my wingate is ver.4.0.1 and i need open tcp port 9814 and out to the intenet. (the port 80 is the normal www traffic and is always open)
is it possible? how do it?

I would suggest you upgrade to version 5.0.7. Your current license will work and you get a stable NAT/ENS that you can use to open ports to the Internet.
