PureSight's ban/allow lists function in such a way that this is easier to do. You can achieve the same in WinGate, it's simply a bit trickier.
If you used the ban list for "Everyone" to block this, you simply create another "Everyone" user. In that user's advanced criterion you add one Filter with one Criterion.
Filters should be read as: Filter1 OR Filter2 OR Filter3.
Criterion should be read as: Filter1:Criterion1 AND Filter1:Criterion2 AND Filter1:Criterion3.
The Criterion should be "This Right is Granted if HTTP URL contains 'essex'".
What you are effectively doing then is saying "Everyone is blocked if HTTP URL Contains "sex"" but "Everyone is granted access if HTTP URL Contains "essex""
