how to restrict users not to use any chating port?

actually i wanna know how to prevent some of the interent users which connect to internet through my wingate sever, from using any chating rooms (i.e MSN, ICQ,...ect)..?

and what configerations needed exactly while seting up my wingate server to allow me doing this restrictions.
