DMZ BandwidthControl problem

Hi !
I have one server win xp sp2 with wingate 6.2.2 , 3 networkcards installed

first card is set with the real ip
second card is set as gateway for local network (ex. : ip 192.168.1.* mask : 255.255.255.0)
and the third card it`s use for one ip real class (ex. : ip 83.103.***.** mask : 255.255.255.*)

is use bandwidth control and it`s work ok for the internet clients with the local ips
the problem is when i set a rule to restrict trafic to clients with real ips the restriction doesn`t work and the clients are using all the bandwitdh!
