Normally this is based on the IP address of the client connecting.
So, if you have a 3 user license, you can get connections from 3 different IP addresses at any one time. There are a couple of exceptions.
* connections from the WinGate machine itself are not counted
* DNS requests are not counted
* GateKeeper connections are not counted
* WinGate Client control connections are not counted
If you are running a terminal server, or you have specified a machine as having multiple users (in multi-user machines), then all users from that machine normally need to authenticated. In that case the number of concurrent users is the number of separately identifiable users.
