Hi,

Are you using the WinGate DHCP server to assign IP addresses to your network? You'll need to use the WinGate DHCP server to be able to create policies based on the MAC address.

Do you mean you're getting IP conflicts on your network?

If you've only got a few users why don't you create a policy requiring authentication? You can give the allowed users a username and password and add them to the "allowed" group. Then it doesn't matter if someone tries to steal their IP address because they won't be able to authenticate through WinGate anyway.
