IIS won't start with WGIC 6

I'm posting this hoping that it may help someone else. A collection of factors resulted in some very misleading error messages.

My configuration:
A Win XPpro Sp2 box running IIS 5.1 (for software develpment only) and WGIC vr6. This computer is on an NT4 domain, so no Active Dir. Also I relocated the page file (virtual memory) to my D drive

The Problem
Severe memory leaks in several network services
The World Wide Web Publishing service would not start. Errors recieved included.
Could not start the World Wide Web Publishing Service on Local Computer
Error 14 Not Enough Storage is available to complete ....
The service did not respond to the start or control request...
and later...
Event ID: 7022 Service Control Manager The World Wide Web Publishing Service service hung on starting

The Solutions
Fixing this required Three things
1) disable the Autoenrollment in the Group Policy editor
2) set D drive pagefile size to System managed
3) Add inetinfo.exe to WGIC (I though it did that automatically!)
