API to Check that service (POP3 proxy Service) is installed

Is there any SDK API to check if a given service is installed in Wingate?
We are trying in our plugin to check if the "POP3 proxy Service" is installed or not

Hi

POP3 proxy can be installed at any time, and any number can be created.

When that happens, anything that is registered as a POP3 filter will get notified about a new source. This is the best way to know if there is a proxy.
