Do you mean bandwidth throttling?

Wingate has this feature for the Professional and Enterprise licences.

Well I am probably not the best for bandwidth control!

* Extended networking / NAT must be installed

* Basically you will need the correct Wingate licence grade.

* Click on Extended Networking or NAT

* In the General field enable Bandwidth Control

* From there I suggest you look --> here and here in the forum.
