Wingate Login Applet

I have recently upgraded a Terminal Server from NT4 to Win2000. The users on Terminal Server access the Internet using IE and Wingate. However after upgrading the operating system the Wingate login applet only displays a grey screen, there are no data input boxes for username and password. Wingate is working fine for all other workstations on the network it is only the Terminal server that is the problem.
On the Gatekeeper console it displays the IP number of the Terminal server connection . I have had this happen before on a workstation and the fix is to reinstall Java Virtual machine but in this case it has not fixed the problem. Any ideas as to what could be wrong ?
